The correct answer is 4 it is a fragmented sentence

The sentence fragment is option 4) To fulfill my responsibilities as a commissioner and coach my team.

Sentence fragments do not have meaning on their own as they are not complete. In this case, the sentence fragment dooes not have a main verb and is missing something when you read it. This sentence fragment is an incomplete sentence since it does not stand on its own and makes no sense.
