y = mx + b
slope = y2 - y1/x2 - x1 : 5-2/ -3 - 10 = -3/-13
plug in one of the points to the rest of the equation
2 = -3/-13(10) + b
2 = 2.31 + b
-0.31 = b(y-intercept)
