France and the soviet union. From what I understand, the axis powers was the side that fought with Germany. The axis powers also in general had facist rulers. (BTW this is history, not physics.)

Answer;

France

Soviet Union

Explanation;

  • During the World war II, there were two major alliances namely, the Axis and the Allies.
  • The axis power alliance was made of three principal members, that is Germany, Italy and Japan.
  • The Axis was opposed by the Allied powers which was led by Soviet Union, Great Britain,  and the United states.
  • Therefore, France and Soviet Union are the nations that did not become the Axis Powers.
