If you are writing a report on the people who most influenced a president during the administration, the the advisor who would be the best source on a
president’s personal thoughts would be "d. the chief of staff," since this person is closest with the president on a daily basis.

I believe the answer is: d. the chief of staff

in the government, the chief of staff is the person that connected the executive officers of government departments to the president.

The chief of staff tend to be the best source to know president's thought because this person tend to possess the most information regarding the president's orders and decisions since all of them had to pass through him.
