I believe the answer is: The user has to pay a one-time fee for their use

Royalty refers to the amount of money that an individual or an organization must pay every time they use a license or franchise that they do not own. In royalty free images, the right to use the image would be given in unlimited form as soon as one initial payment is made upfront.
