d. remain neutral.

Wilson declared a message of neutrality in August 1914 as the US's stance regarding the war breaking out in Europe.

Going along with a long tradition of neutrality toward European conflict, Wilson declared the US would not be entering the war or showing favor with either side. He permitted trade to continue with all members of the war. Wilson feared the diversity of the US would cause internal conflict if the US were to side with either side of the war. It not until continue efforts by Germany to ignore or threaten US neutrality that the US would enter the war on the side of the Allies.
