Final answer:

The Great Society under President Johnson aimed to address poverty in the US, but despite efforts, substantial progress in reducing poverty was not achieved. Local community empowerment was a key strategy to combat poverty.

Explanation:

The Great Society, a domestic program under President Lyndon B. Johnson in the 1960s, aimed to improve the lives of Americans, particularly the poor, through various initiatives. The program included the Economic Opportunity Act of 1964, which created programs like Job Corps and Volunteers in Service to America to tackle poverty.

Despite efforts, poverty rates in the United States did not see significant improvement, with trillions spent on antipoverty measures over the years. While progress was made in reducing the percentage of people in poverty, the absolute number of individuals living in poverty remained high.

One of the strategies of the Great Society was to empower local community agencies to address poverty issues directly and engage the poor in shaping their own welfare, with a long-term goal of breaking the cycle of poverty.
