The correct answer is Li Yuan.

Li Yuan, also known as Emperor Gaozu of Tang, was the founder of the Tang dynasty in China. He made Changan (also spelled Chang'an, now known as Xi'an) the capital of his dynasty in the early 7th century. Changan served as the primary capital and political center of the Tang dynasty, known for its cosmopolitan nature and significance in the Silk Road trade network. Although Changan had been used as a capital by previous dynasties, Li Yuan's choice to establish it as the capital of the Tang dynasty was significant in the context of its political and cultural history.
