The act of making something occur is known as ACTUS REUS (Second option)

Explanation: Actus reus is a terminology used to describe the action someone takes to perform a criminal act. It is the physical act of the crime, different from "mens rea" which refers to the mental intent to do the crime.

Actus reus and mens rea complement each other, both are the foundation of a crime. Actus reus is the "guilty act" and when it is proved further than just a reasonable doubt and combined with mens rea which is the "guilty mind", it generates criminal responsibility in the United States and many other countries.
