Which of the following best defines the term “spoils system”?

a system that forced American Indians to relocate to Oklahoma Territory

a system that allowed the winning political party to give jobs to supporters

a system that implemented the renewal of a charter for a national bank

a system of federal tariffs on goods imported from foreign nations

The spoils system is the political practice, born in the United States between 1820 and 1865, according to which the senior managers of the public administration change with the change of government. The political forces in the government therefore entrust the leadership of the complex administrative machinery to leaders who believe that not only can they but also want them to achieve their political objectives.

In the most negative sense, the political forces in the government distribute to their affiliates and sympathizers various institutional positions, the ownership of public offices and positions of power, as an incentive to work for the party or political organization, and in order to guarantee the interests of those who have invested them in the assignment.
