\(x=2+3\sin t\implies x-2=3\sin t\)
\(y=-3-3\cos t\implies y+3=-3\cos t\)

Recall that \((\pm a\sin t)^2+(\pm a\cos t)^2=a^2\). This means

\((3\sin t)^2+(-3\cos t)^2=(x-2)^2+(y+3)^2=9\)

and so the parameter is eliminated.
