f(x)=-2, x is less than or equal to -1

f(x)=ax-b, x is greater than -1 and less than 1

f(x)=3, x is greater than or equal to 1

f(x) = -2  <-- that's a horizontal line up to the point of x = -1

so... whatever ax+b is, must be -2 also when x = -1

f(x) = 3  <--- another horizontal line, from the point x = 1 onwards

so... whatever ax+b is, must be 3 when x = 1
so f(x) = 3 picks up at that point
