Based on the etymology of the word "surly", I can say that it illustrates PEJORATION instead of amelioration. It illustrates pejoration since its definition has become more negative in time. In contrast, amelioration is a type of semantic change wherein the meaning of the word becomes more positive. Hope this answers your question.
