Subtitute 2 for all the x's.

f(2) = 38(2) + 10(2) - 3
divide both sides by 2:
f(2)/2 = 38(2) + 10(2)/2 - 3
f = 38(2) + 10 - 3
f = 76 + 10 - 3
f = 86 - 3
f = 83.
So therefore f = 83.
