min = 4
max = 24
Q1 = (5 + 6)/2 = 11/2 or 5.5
Q2 = 7
Q3 = (21 + 9)/2 = 30/2 = 15
IQR = Q3 - Q1 = 15 - 5.5 = 9.5

state B : 10,11,12,13,14,14,15,15,16
min = 10
max = 16
Q1 = (11 + 12)/2 = 22/2 = 11
Q2 = 14
Q3 = 15
IQR = 15 - 11 = 4

I am not good with the symmetrical part...but I do not believe they are symetrical
