PLS HELP ANSWER FAST!

A girl throws a rock into a pond. A leaf floating ok the pond bobs up and down but does not change location on the ponds surface. Why not?

My best educated guess would be
A. The wave transports only energy, not matter.

I know it wouldn't be D because if the wave made by the rock wasn't strong enough to move the leaf then why did it bob up and down? (that's technically moving.) I mean it could be C but i'm pretty sure it's A.
