According to Tacitus, Calgacus (sometimes Calgacos or Galgacus) was a chieftain of the Caledonian Confederacy who fought the Roman army of Gnaeus ..

Romans, from whose oppression escape is vainly sought by obedience and submission. Robbers of the world, by their universal plunder exhausted the land, the rifle, and the deep. If the enemies are rich, they are rapacious; if they're poor, they'll lust for dominion; neither the East or the West, have been able to satisfy them. However, among men, they covet with equal eagerness, poverty and riches. To robbery, slaughter, and plunder, they give the lying name of empire.

The answer is "Said that the Romans were greedy and made a desert and called it "peace."
