Deducated and informed citizens.

Verified Answer :

Let's take for example the referendums. There isn't a big difference whether a country is big or small with respect to referendums. What is important for them to work is the fact that people should be interested in them and  participate! The same is true for the elections and jury. So the correct answer is: d. educated and informed citizens.

To work as they should, they all depend on d. educated and informed citizens.

All the examples mentioned involve the participation of a country's citizens in politics. They show that ordinary citizens also have a voice in a democratic government. However, citizens should also do their part in ensuring they do their jobs well by staying informed and being educated.
