The correct answer is B, Athens. Which has become associated with the birth of Democracy from around 400 B.C.
In Democracy the power of decision making lies in the hand of common people, who are known as the Citizens. Around 500 B.C., the people of the City-State of Athens became first in Greece, to try ruling themselves, and this type of government could only be formed in the year 400 B.C. Athens had Direct Democracy, therefore every citizen had the right to vote on every law except women and slaves(who were not given the status of Citizen).
