I solved this by guess-timating, and i got it right. I know that 88=64 and 42=8 82=16, and i checked and got 164=64.
Since you do:
Dogs:4 16= 64
You have to do:
Cats:9 16= # of cats
And 9*16=144,
So there are 144 cats at the kennel
